Unlimited iPad Downloads

i was halfway downoading an update for my ipad when i loggged out, i logged back in and had to restart im wondering if the half downloaded update saved to my hard drive and is taking up room while a new update downloads?

like I’m hoping it has a video cam,
better graphics,
maybe a bit thinner and maybe even a DVD drive and the capability to download stuff from the web like software
